Home Health VP of Clinical Practice & Quality Appointed to Partnership for Quality Measurement Committee
We are pleased to announce that Jennifer Messer, VP of Clinical Practice & Quality, has been appointed to a Partnership for Quality Measurement (PQM) Pre-Rulemaking Measure Review (PRMR) committee. 
In this role, Jennifer will collaborate with health care leaders and other committee members to review and provide recommendations on quality and efficiency measures being considered for use by the Centers for Medicare & Medicaid Services (CMS). Her clinical expertise and lived experience will help inform discussions about how health care quality is measured at the national level.
Advancing Meaningful Health Care Quality Measurement
The PRMR process takes place annually and provides recommendations to the U.S. Department of Health and Human Services (HHS) and CMS regarding the selection of quality and efficiency measures under consideration for federal health care programs. The process was established under Section 3014 of the Patient Protection and Affordable Care Act, which added Section 1890A to the Social Security Act.
A central goal of the PRMR Committee is to build consensus around whether measures on the Measures Under Consideration (MUC) List are appropriate for their intended CMS programs and beneficiary populations.
Committee members consider whether proposed measures are meaningful, appropriately tailored to the needs of specific programs and populations, and balanced with program-specific goals. They also consider how measures may contribute to both near- and long-term improvements in health.
The PRMR review process focuses on three key criteria:
- Meaningfulness – Does the measure provide meaningful information about health care quality and outcomes?
- Appropriateness of Scale – Is the measure appropriately designed for the specific program and population?
- Time to Value Realization – How quickly can the measure generate meaningful value and support improvements in care?
Jennifer’s appointment reflects her deep commitment to advancing clinical quality and ensuring that quality measurement remains meaningful for the people and communities it is designed to serve.
